Biden administration officials say this is not the first time the Russian leadership has threatened to use nuclear weapons since the start of the war.
But as Arms Control Association executive director Daryl Kimball noted, the Kremlin’s previous statements were aimed at weakening international aid to Ukraine. Now Putin has moved threats to use nuclear weapons on the battlefield to freeze gains and force Kyiv into submission.
The Ukrainians are trying to make it clear that even a Russian nuclear strike will not force them to capitulate, and may have the opposite effect.
