In Ukraine, 7.5 million children were affected by the full-scale Russian invasion, and among their urgent needs are rehabilitation, prosthetics, and social and psychological rehabilitation.
This is stated in answers President Volodymyr Zelenskyi to the electronic petition No. 22/142952-ep regarding the demand to grant the status of “child of war” to children who were under 18 at the time of the full-scale invasion of Russia and to appoint monthly financial assistance for life, reports Ukrinform.
“In full-scale conditions invasion of the Russian Federation 7.5 million Ukrainian children can be considered victims, their support should be provided taking into account the individual needs of each child,” the President noted.
The head of state emphasized that during the war, all the rights of the child are violated, in particular, the right to life and health care, the right to grow up in a family environment, in the community at the place of origin, the right to education and personal development.
According to him, the urgent needs of the injured children are to provide them with technical means of rehabilitation, long-term treatment and prosthetics, rehabilitation, and social and psychological rehabilitation.
At the same time, the President emphasized that the legislation already provides for a number of benefits and social guarantees for internally displaced children and affected children. In particular, it provides housing assistance, targeted state support for obtaining higher education, preferential health care and recreation, free meals in preschool, general secondary and professional (vocational and technical) education institutions, free receipt of social and psychological rehabilitation services, the right of such children with number of orphans and children deprived of parental care, to provide housing at the place of actual residence.
In addition, Zelenskyi reminded that children who have been diagnosed with a disability as a result of injuries to their health caused by explosive objects received on the territory of Ukraine are given a one-time compensation.
He also noted that at the initiative of First Lady Olena Zelenska, the National Program of Mental Health and Psychosocial Support is being developed, the Cabinet of Ministers has established an Interdepartmental Coordination Council on Mental Health Protection and the provision of psychological assistance to persons who suffered as a result of the armed aggression of the Russian Federation against Ukraine. and at the Office of the President, a Council was formed on issues related to the life and safety of children in war and post-war times.
The President said that a similar petition regarding the status of children had already been prepared, and the government drew attention to the fact that ensuring the strengthening of social protection of affected children will be carried out within the framework of state support programs for the most vulnerable categories of the population, as well as by planning and implementing relevant measures within the framework of the implementation of the post-war plan recovery and development of Ukraine.
As reported, as of the morning of August 6, 2022, more than 1,063 children were injured in Ukraine as a result of the full-scale armed aggression of the Russian Federation. According to the official information of juvenile prosecutors, 361 children died and more than 702 were injured of various degrees of severity.
