It is emphasized that a person must appear before the Military Commissariat himself, and not by force.

Lawyer Andrii Novak explained that “packing” a person after serving a summons even in a police car or bus is illegal.
“No one has the right to accompany a citizen to the Military Commissariat by force or in any other way. The person must get there himself,” he emphasized on the “Breakfast with 1+1” broadcast.
If a person is detained and taken to the Military Commissariat, it is necessary to call the police and report such actions – that they were twisted, tied and brought to the TCC. It is about exceeding official powers:
“Given that police officers and the procurement center do not have such powers, this is a criminal violation, i.e. exceeding official powers.”

Summonses in Ukraine can be served by:
- employees of local self-government bodies;
- managers of enterprises, institutions, organizations, including educational institutions, regardless of subordination and form of ownership;
- officials of the military commissariat and TCKSP – territorial center of recruitment and social support;
- managers of ZHEK, condominiums.
