The day before, law enforcement officers handed People’s Deputy Serhii Kuzminykh an indictment in criminal proceedings, and he threw this document out of the car window.
The criminal proceedings against the People’s Deputy have been transferred to the court Sergey Kuzminykhwho is accused of receiving a bribe in the amount of UAH 558,000.
As reports Today, the National Anti-Corruption Bureau, NABU and SAP referred to the court the case against the current People’s Deputy on charges of receiving 558,000 hryvnias of illegal benefits.
The message states that the indictment was handed over to the deputy the day before.
In the video shown by NABU, it can be seen that the deputy threw the document into the street from the window of the car he was in.
According to the investigation, in the fall of 2021, a representative of a private company was hinted that if it plans to supply medical equipment to hospitals in the Zhytomyr region, it should be agreed with one of the people’s deputies beforehand. At the meeting, “the people’s deputy promised to exert influence, which actually amounted to ensuring victory in tenders for the purchase of equipment at the expense of the budget.”
“The first object of such cooperation was the communal enterprise “Hospital No. 2 named after V.P. Pavlusenko”, which, according to the agreements between the deputy and the representative of the company, purchased medical equipment for UAH 40 million. In response, the deputy hinted that his “services” are not free and make up 30% of the sums of contracts concluded with the hospital. This payment also seemed to him to be a kind of guarantee of possible future cooperation,” the NABU notes.
The message says that after receiving payment from the hospital for one of the tenders, namely for the ultrasound diagnostic system, the deputy asked to transfer 30% of the contract amount — 558,000 hryvnias.
As the investigation established, the parliamentarian planned to apply this scheme of calculating the amount of undue benefit to other contracts in the future, in particular for the supply of an MRI machine (30% of UAH 37.499 million – UAH 11.25 million) and a laparoscopic set for surgical procedures (30% of 1 .19 million UAH – 398.33 thousand UAH).
Serhii Kuzminykh – what is known about the people’s deputy
At the early parliamentary elections of 2019 Serhii Kuzminykh won in single-mandate district No. 67 in the Chudniv district of the Zhytomyr region, where he ran for the “Servant of the People” political party. He is a member of the Verkhovna Rada Committee on National Health, Medical Care and Health Insurance, and the Chairman of the Subcommittee on Pharmacy and Pharmaceutical Activities.
In 2015, he founded the charity organization “International Charitable Fund of the Kuzmin Brothers”.
January 28, 2022, law enforcement officers People’s Deputy from “Servant of the People” Serhiy Kuzminykh was detained while receiving a bribe of 558 thousand hryvnias. According to the investigation, the deputy received funds for assistance in concluding contracts between private companies and a hospital in the Zhytomyr region.
On January 31, the Prosecutor General signed notification of suspicion of the Kuzminys according to part 2 of Art. 369-2 of the Criminal Code of Ukraine (abuse of influence).
Before the start of the full-scale invasion of Russia, the Supreme Anti-Corruption Court (SCAC) convened several times for the election of the People’s Deputies as a precautionary measure, but could not do it, including due to the non-appearance of the suspect and lawyers at the meeting. On February 17, the judge of the High Anti-Corruption Court, Oleg Tkachenko, on his own initiative issued a resolution to bring the Kuzminys to a court session to consider the petition for a preventive measure. The court decided to apply to the Kuzminas a pretext for the court session, which was scheduled for 10:00 a.m. on February 24.
On May 20, it became known that VACS released Serhiy Kuzminykh on bail of 49,600 thousand hryvnias. Lawyer of People’s Deputy Larisa Kryvoruchko reportedthat Kuzminykh must also appear before the court on summons, hand over his foreign passport and refrain from communicating with certain persons.
In June edition “Observerreported that Serhiy Kuzminykh proposed to rename a street in one of the villages in Zhytomyr Oblast in honor of President Volodymyr Zelenskyi. I propose to rename one of Myropol’s streets in honor of the President of Ukraine, Volodymyr Zelenskyi,” reads the text of the deputy’s appeal.
In July 2022, NABU detectives completed the investigation.
