US President Joseph Biden during the UN General Assembly made a number of important statements in response to Russian President Vladimir Putin’s threat about the possible use of nuclear weapons.
An absolutely straightforward accusation towards Russia was made in his speech in the first minutes. And, first of all, it shows that the rhetoric of the United States is becoming less restrained.
On the eve of the UN General Assembly, the American the president said in one of the interviews, that the United States will not announce specific steps in advance in the event of Russia’s use of nuclear weapons. He clearly announced that these plans will not be disclosed and succinctly emphasized: “I would not recommend Putin to do this.”
Biden’s tone suggests that the US is not only ready to respond to a nuclear strike, the US wants to prevent it.

Another point – speaking about nuclear security, Biden indicated that the US is ready to take critical measures to control nuclear weapons.
I think this was Russia’s message about the White House’s plans to continue negotiations on a new strategic stability treaty (we are talking about a new treaty that is supposed to replace the Strategic Stability Treaty of the NRB III). Putin and Biden have already extended the current agreement in 2021, but it will expire in 2026, and the function of its extension is no longer provided for.

Here it is necessary to understand that the USA is partly acting in advance. If work on the new document is started now, the agreement will be worked out during this administration, that is, before the 2024 US presidential election. Therefore, the Americans have already stated several times about the need to prepare a new document on nuclear weapons. That is, they say to Russia: “We are ready to talk about it.”
It is possible that it is for this reason that the Americans have not yet recognized Russia as a state sponsor of terrorism. But, as already emphasized in Washington, the Russian Federation did not respond to the proposal to start these negotiations. This is the main problem now.
