The National Commission for State Regulation of Energy and Utilities (NKREKP) does not take objective factors into account when it imposes fines on regional energy companies for non-compliance with power outage schedules.
About this stated former Minister of Energy and Environmental Protection Oleksiy Orzhel.
“The regulator, aka the political body, which imposes fines on these companies today. There are objective realities, there are objective factors, that they really cannot provide electric energy to the consumer if the 330 kV, 35×10 kV substation is completely destroyed. That is , it is practically impossible to immediately restore these substations,” he said.

As a reminder, the State Energy Supervision Inspectorate of Ukraine established that operators of distribution systems (oblenergo) make maximum efforts to ensure that the distribution of scarce electricity among all consumers is fair.
In addition, the state body determined that due to Russian attacks in the Kyiv, Odesa and Dnipropetrovsk regions, emergency shutdowns occur almost as often as in the frontline regions.
