At a difficult time for the country, in the face of the Russian invasion, “patriot in words” Svyatoslav Oleynik continues to demonstratively ignore the performance of his direct duties delegated to him by voters. However, as well as his best friend, the ex-head of the Dnepropetrovsk YEAH Alexander Bondarenko who wasn’t at the overwhelming majority of meetings of regional council for the last year. Obviously, there can be several reasons. On the one hand, being a simple deputy of the regional council is not so interesting from a commercial point of view – there are far fewer opportunities. It has long been known that in neighboring Slovakia, Svyatoslav Oleynik has long prepared for himself a “spare airfield” in case it is necessary to urgently flee the country due to problems with anti-corruption authorities. Therefore, it is quite possible that Oleynik has completely cooled down to both the regional council and his hometown, and prefers to stay away – from NABU, from voters and potential risks to get acquainted with investigators.

“Big construction site” named after Oleynik

Of course, Oleynik has something to worry about. And his fear of publicity is well-founded. The heavy burden of old corruption cases, about which investigators have written extensively and in detail, does not allow society to forget about the person of the former head of the Dnepropetrovsk regional council.

Before coming to the post of the head of the regional council in 2019, Svyatoslav Oleynik already worked as the deputy head of the Dnepropetrovsk YEAH in 2014-2015. Proximity to the financial flows of the region allowed him to create a whole system for pumping money from the state budget, which for some time worked like clockwork. Oleynik was a beneficiary of a number of companies engaged in construction, utilities, etc. Of course, unofficially. And while the ex-governor of Dnipropetrovsk region Alexander Bondarenko was still filming on Russian TV shows and advertising panties as a model, Oleynik was already driving multimillion-dollar corruption schemes.

Contractors working with YEAH on infrastructure projects have repeatedly claimed that the former head of the regional council offered to rewrite 50% of the company to his people and bring their representatives to management. In return, the businessmen were promised “not to file criminal cases against the company.” Oleynik worked out such a scheme back in 2014, when he gained control of 50% of UPS, which is famous for its eternal problems with the quality of road construction, which led to scandalous lawsuits. The regional road service had to force the company to correct deficiencies through the courts.

“After Oleynik’s control over the PCA, the company continued to receive multimillion-dollar contracts from the budget, although the quality of its work only deteriorated.”wrote the publication “Apostrophe». According to some data, “UPS” has mastered about a billion budget hryvnias.

A new stage, which revealed the appetites of Svyatoslav Oleynik, was the presidential program “Big Construction”. The ex-head of the Dnipropetrovsk region managed to establish close cooperation with the ex-head of DniproOGA Alexander Bondarenko, appointed in the fall of 2019, and the budget money fell on the companies of Oleynik himself. A representative of Oleynik’s interests appeared in each YEAH department, through which all actions and documents were approved. Heads of departments at risk of dismissal coordinated their plans with Oleynik and his entourage, payments also took place only after approval from the former head of the Dnipro Regional Council. The corruption rent collected by Oleynik’s interests was 20-25%.

At the same time, it soon became clear that these companies produce only waste and unfinished, many construction sites were closed down and frozen, and construction work was sabotaged.

Many such unfinished projects have accumulated during Oleynik’s term: the sports hall in Dnipro, which received UAH 250 million from the state budget; park, school and CYSS in Sinelnikovo, school in Mezhevoy and kindergarten in Illarionovo.

As of December 2020, most of the facilities that were in a high level of readiness before Oleynik and Bondarenko took office, and remained unfinished and not put into operation. In just one year, almost all construction projects from the Big Construction list were frozen in the region (out of 310 facilities, only 30 remained). But the regional authorities continued to hold new and new tenders, where the same companies, UPS, SSA Energy and Nicole Industry, associated with Oleynik, regularly won. On the Prozorro website there were dozens of trades, conducted as if under a copier .

This is just one example of how much money flowed into Oleynik’s pockets. As part of the “Big Construction” in May 2020 was the tender is announced in the amount of more than 400 million hryvnias for the repair of the R-73 highway (to Nikopol). Despite all the violations, the Head of the Road Service in the Dnipropetrovsk region gave Oleynik’s company “UPS” a positive review of the quality of work. As a result, the company won this tender. And, most likely, this money was not delayed in Ukraine, but settled in the private bank accounts of the Olejnik family in the Slovak Republic.

In the field of view of NABU

The main points of NABU’s claims against Sviatoslav Oleynik are false declarations, tax evasion and a lot of corruption scandals. His “business partner” Bondarenko is also under police scrutiny for concealment of income.

Svyatoslav Oleynik is suspected of hiding his real estate using fictitious persons. One of such “grounds” was the head of Investment Service Ukraine Ivan Gerasimenko (together with him Oleynik was the ultimate beneficiary of LLC “Ukrainian Media Systems” and LLC “Investment Service Ukraine”). On According to some sources, Gerasimenko has several apartments in Kiev and the Dnieper, as well as a villa in the Odessa region.

Ivan Gerasimenko is also a beneficiary of PE “KOVO”. A land plot and a house have been registered for the enterprise (Kyiv region, Boryspil district, Gnedin village, Zavodskaya street, house 4-A). Gerasimenko is also a beneficiary of Resource Elite Group LLC, which has three registered plots of land in the Dnipropetrovsk region, and the head of the law firm Isa Loers, which won three state stands under Bondarenko worth UAH 564 million. In addition, Oleynik and Bondarenko’s partner is listed as the head of Industrial Solutions, which has many apartments and real estate registered in Kiev.

Oleynik did not declare the property of his civil wife Irina Gunaza, but investigators learned that she owned many plots of land in the Dnepropetrovsk and Kiev regions, the Dnieper, households in the Dnieper, non-residential premises in Pavlograd. Oleynik is in fact married to Gunaza, but without registration. The head of the Dnepropetrovsk regional council is connected with this woman by two common children. Oleynik is constantly flying abroad with Gunaza and his children, which has been repeatedly recorded by the border guards.

Oleynik’s family owns 0.2551 hectares of land in the Solonyansky district, a 67.6-square-meter home and a 0.0499-hectare plot of land on the Balashov Descent in the Dnieper, and a 313-square-meter non-residential premises. m in Pavlograd, a house on the street Solonchakova in the Dnieper, a land plot of 0.055 hectares in the Jubilee, a house of 63.5 square meters. m and a plot of land with an area of ​​0.12 hectares in Grushevato-Krinichnoe, another house with an area of ​​582.5 square meters. m and a land plot of 0.0376 hectares on Balashovsky descent, 5, a house and a plot of 0.15 hectares in Vyshenki near Kiev and other real estate.

It is worth mentioning Oleynik’s assets recorded for his wife in Slovakia. Gunaza has houses, land and business there. In Ukraine, since 2015, it owns Bereg-A LLC, and since 2019, Vlast 2020 LLC. In Slovakia, Gunaza owns Arograf, sro and Proxima, sro. The latter has several land plots, a non-residential building with an area of ​​1,019 sq m, an agricultural building and a land plot of 7,117 sq m. It is also known that Proxima, sro was registered in Ukraine by LLC “ Dolina-Agro SK ». In general, Oleynik’s civil wife owns a large amount of property, which he did not declare. According to the Slovak newspaper Finančné Noviny, Oleinik considers Slovakia a “spare airfield” in case of problems with Ukrainian tax authorities and law enforcement.

In 2021, the Main Investigation Department of the State Fiscal Service also dealt with Oleinik’s civil wife Irina Gunaza under Articles 209 “Legalization (laundering) of proceeds from crime” and 212 “Evasion of taxes and fees.”

In addition, NABU has entered it in the register of pre-trial investigations criminal proceedings for the privatization of the Aul chlorine overflow station, to which as the head of the regional council Svyatoslav Oleynik was directly related. This strategic enterprise is the only one in the region that deals with chlorine packaging for drinking water purification. The actual DniproAzot, which produced chlorine, supplied the substance to the region’s water utilities exclusively through the Aul chlorine overflow station. The case of privatization of AHP was qualified under Article 364 of the Criminal Code – abuse of power or official position. If Svyatoslav Oleynik’s guilt is proven in court, he faces 6 years in prison.

The SBU was also interested in some aspects of Oleynik’s activities. In July 2021, the Security Service began questioning former MPs who voted for the so-called “Kharkov agreements” in an investigation into treason. Among the potential clients of the Service, along with such figures as fugitive Oleg Tsarev, Svyatoslav Oleynik also turned out to be.

So, in principle, it is not surprising that the former head of the Dnepropetrovsk regional council tries not to appear in public and at work.
